Joseph Mandarino

PFQ Parent Board Chair, PFQ Foundation Board Chair

Joe serves as Chairperson of the Partners For Quality Parent Board of Trustees and Chair of the PFQ Foundation Board. Joe has been a member of the Board for over 30 years serving in various capacities. Happily retired, Joe and his wife Susan enjoy golfing and traveling. The Mandarino family resides in McMurray, PA.

Joseph Murray

PFQ Parent Board Member, Citizen Care Board Chair

Joe serves as a member of the Partners For Quality Parent Board and Chair of the Citizen Care Board. A retired Physical Education teacher in the Baldwin-Whitehall School District, Mr. Murray volunteers with South Hills Interfaith Ministries, Special Olympics of Allegheny County and Emmaus Community of Pittsburgh. Mr. Murray received his MS in Education from the University of Pittsburgh. In his spare time he enjoys golf and traveling to Europe and throughout the United States. Joe and wife Nancy are the proud parents of two adult children who happen to have disabilities, one of whom receives supports from Citizen Care.

Karen Bray, RN, MSN

PFQ Parent Board Member, Allegheny Children's Initiative Board Chair

Karen serves as Chair of Allegheny Children’s Initiative and is a Board member for the Partners For Quality Parent Board of Directors. Karen leads the patient care team at Washington Health System. She provides leadership in developing hospital-wide patient care programs and collaborates with members of the Medical Staff to identify patient care needs to ensure that systems and processes optimize patient safety and enhance patient, staff and physician satisfaction.

Karen is a member of the American Organization of Nurse Executives and the Pennsylvania Organization of Nurse Leaders. She has extensive experience in the fields of Critical Care and Nursing Management and has lectured and published in both of those fields. Karen holds a BSN from the University of Pittsburgh and M.S. in Nursing Administration and Nursing Education.

Karen previously served as VP of Patient Care Services at Grove City Medical Center and Ohio Valley General Hospital.

Cordelia Glenn Grabiak

PFQ Parent Board Member, PFQ Foundation Board Vice Chair

Cordelia serves on the Foundation Board. A Partner at K&L Gates, her practice focuses on representation of tax exempt organizations.

Dean Manna, Ph.D.

PFQ Parent Board Member, Exceptional Adventures Board Chair

Dean is Chair of the Exceptional Adventures Board of Directors. Dean is a Professor of Marketing at Robert Morris University. Mr. Manna received his Ph.D. in Higher Education from the University of Pittsburgh.

Tim Taylor

Tim Taylor, PFQ Parent Board member, Citizen Care Board Vice Chair

Mr. Taylor is a finance executive with expertise directing financial, compliance, tax and accounting activities.

James Plake

PFQ Parent Board Treasurer, Allegheny Children's Initiative Board Vice Chair

Jim serves on the Allegheny Children's Initiative Board. Mr. Plake is the Executive Vice President and CFO for the Pittsburgh Pirates and has been with the organization for 24 years.

Thomas Weaver

PFQ Parent Board Member, Exceptional Adventures Board Vice Chair

Mr. Weaver serves on the Exceptional Adventures Board. He is the President of Roy F. Johns Associates.

Greg Gendron

PFQ Parent Board Member

Greg Gendron is Director of Global Digital Marketing for Thermo-Fisher Scientific, a company whose mission is to make the world a healthier, cleaner and safer place. Prior to that, Mr. Gendron served for 9 years in various roles at Black Box Network Services, including VP of Marketing and VP of International Business Development. 

Mr. Gendron received a B.A. in Public Policy Analysis from the University of North Carolina at Chapel Hill and did post-graduate work in public management in the Heinz School at Carnegie Mellon University.  Mr. Gendron lives in Pittsburgh and he has been a member of the Milestone board since 2007.

Joan Eichner

PFQ Parent Board Member

Joan is the Children’s Policy Director with the University of Pittsburgh’s Office of Child Development (OCD). She has been involved with maternal and child health, health education, mental health services, homeless and housing services, and international development in the public and nonprofit sectors. In her current position, Joan works to change policy and practice to improve the health and education outcomes for children and families, particularly those in low income urban communities. She has a Master’s degree in public health and public administration, concentrating on community and behavioral health and nonprofit management.

Michael Laffey

PFQ Parent Board Member

Mike established Laffey & Associates, P. C. and Other Party Liability, Inc. as one of the largest law firm subrogation departments in the country dedicated to serving Employee Benefit Plans TPL and subrogation interests. Mike established the firm in 2002 after 15 years in the field of Health Care and Insurance law.

As former in-house counsel for Highmark Blue Cross Blue Shield, Mike has assisted in the design and delivery of several managed health care systems from design of the benefit package, through contracting, regulatory approval, and the marketing of the new programs. Mike has represented Indemnity Health Plans, HMO's, PPO's and various self-insured companies and Third Party Administrators. Mike has also represented physicians on practice management, organizational and reimbursement issues.
