Maggie Rothenberger

President & CEO

Margaret "Maggie" Rothenberger joined Partners For Quality in October 2019, bringing with her more than 20 years of human services industry experience. Throughout her career, Maggie has developed and implemented innovative programs that became statewide models for home-based, supported living, and lifesharing residential services. She is a graduate of the National Leadership Consortium on Developmental Disabilities at the University of Delaware and was awarded the Montgomery County Office of Developmental Disabilities Management Staff Award. She has chaired two statewide lifesharing conferences, served as the Pennsylvania Advocacy and Resources for Autism and Intellectual Disability (PAR) Liaison for Lifesharing to the PA Office of Developmental Programs (ODP), completed training for ODP licensers, and served on several panels for PAR conferences.  Maggie sits on the PAR board of directors and participates on the Rehabilitation and Community Providers Association (RCPA) Residential Steering Committee. Maggie holds a BS in Administration of Justice from Penn State.

Bobbi Reidenbach

Chief Operating Officer

As COO, Bobbi provides executive oversight to Exceptional Adventures, the PFQ Foundation, and Citizen Care maintenance department. In 1997, Bobbi began her career at Citizen Care Inc. as Purchasing Accountant. In 2002, Bobbi took the role of Information Systems Manager at Allegheny Children’s Initiative. She was promoted to Assistant Executive Director in 2011 and then to Executive Director in August 2012. Bobbi assisted the organization with successful accreditation through the Council of Accreditation (COA) in 2004, 2008, 2012 and 2016. Bobbi holds a BS in Business Administration from Edinboro University of Pennsylvania and a MS in Nonprofit Management from Robert Morris University.

Anthony Drane

Chief Program Officer

Anthony “Tony” Drane joined Partners for Quality in September 2017. Tony has more than twenty-five years of experience in the human services field, most of it spent with Familylinks, Inc. There, he served more than eight years as their Chief Operating Officer, responsible for all program services as well as I.T., Facilities, and Program Quality Improvement. He is the proud father of two sons and resides in Pittsburgh.

Tony graduated from The University of Pittsburgh in 1990 with a Bachelors of Arts, and again in 2003 when he earned his Master of Social Work degree, focusing on Social Administration and Community Organization. He is an adjunct professor at his alma mater, teaching Human Services Management. Tony is a Licensed Social Worker in Pennsylvania. He serves as the agency’s Chief Program Officer and has oversight of Partners For Quality subsidiaries that provide direct support (Allegheny Children's Initiative, Citizen Care and Milestone Centers), along with supervision of all quality and compliance procedures. 

 

Dan Christman

Chief Financial Officer

Originally joining Partners For Quality as Controller in 2019, Dan became acting Chief Financial Officer in July 2021; and was appointed full-time Chief Financial Officer in January 2022. Dan oversees all fiscal responsibility for PFQ and its family of agencies. Prior to joining Partners For Quality, Dan served for 10 years as Director of Finance at Glade Run Lutheran Services.  Dan has a BS in Finance and an Undergraduate Certificate in Accounting from the University of Pittsburgh, is a Certified Nonprofit Accounting Professional, and a current Certified Management Accountant (CMA) candidate.  When earned, Dan’s CMA designation will provide a globally-recognized certification in critical management accounting practice areas.  Dan and his wife live in Bellevue.

Cindy King

Chief Human Resources Officer

Cindy has been employed by PFQ/CCI since April 1981 subsequent to graduating from Slippery Rock University. She started her employment as a direct service staff and was promoted to various positions with increasing responsibility. Cindy was the Executive Director of Community Living for over 14 years and was responsible for the development, implementation, management and monitoring of the services and support system for 200 people living in the residential component of the agency.

Along with the Chief Operating Officer and Chief Fiscal Officer, Cindy initiated and coordinated the closing of Robinson Developmental Center, a congregate living facility that resulted in the movement of over 120 people into smaller homes in the community; expanding the agency’s Community Homes program.

Cindy has continually played a significant role in maintaining accreditation at Citizen Care, Inc. by The Council on Quality and Leadership, an International Accrediting Body. Cindy serves PFQ Inc. as the Chief Human Resources Officer and as a member of the Executive Management Team.

Maureen Schiavo

Chief of Staff

Maureen joined Partners For Quality in 2020 as Board Liaison & Executive Administrator and was promoted to Chief of Staff in 2022.  During her 20-year career at Highmark, she held roles in project management, marketing, research, and competitive intelligence.  As Business Development Manager at The Children’s Institute of Pittsburgh she conducted market analysis and wrote collateral to promote services for children with special needs. In 2017 Maureen started Rock Dove Consulting, Inc. and completed market research and writing projects for local nonprofits including the National Aviary, Greater Pittsburgh Community Food Bank, and Felician Sisters of North America.  She is a published writer and served for four years as the Volunteer Engagement Manager at a literary publication based in California.  Maureen holds a degree in English Writing from the University of Pittsburgh.

Scott Douglass

Executive Director of Quality Assurance & Compliance

Formerly the Director of Quality at Milestone Centers, Scott is responsible for the overall leadership and management of all quality and compliance functions for Partners For Quality and its subsidiary organizations. His department assures that program services are run in a legal and ethical manner and are of highest quality. He has earned a Master’s degree in Health Care Administration and Bachelor’s degree in Psychology.

Greg Jena

Executive Director of Communications

Greg Jena has more than 30 years experience as a communications professional. A Pittsburgh media alumnus, he embraces the opportunity to work with reporters, editors and producers seeking information and expertise on behavioral health and developmental disability topics.

Greg served as the Director of Communications at Milestone Centers 2014-2018, then moving to Partners For Quality (PFQ) to oversee Communications for PFQ and all of its subsidiary agencies. Before that, Greg served as Manager of Marketing and Public Relations at Family Hospice & Palliative Care in Mt. Lebanon.  His background in communications also includes media relations specialist for Children’s Hospital of Pittsburgh and a 20-year career in various capacities at News Radio 1020 KDKA.

An award-winning writer, he has been honored a total of 15 times by the Press Club of Western Pennsylvania (Golden Quill), Pennsylvania AP Broadcasters Association, and Pennsylvania Association of Broadcasters. A Pittsburgh native, Greg is a graduate of Duquesne University.

The Partners For Qulity Management Team provides support to all PFQ subsidiary agencies.
